The European Space Agency was founded in 1975, joining earlier European efforts at launchers and science. Its member states fund it. It designs missions, places contracts, and runs centers in the Netherlands, Germany, Italy, Spain, and elsewhere. The legal seat is Paris.

ESA does not own a single nation's industry. It buys from it. Airbus and a network of smaller firms build what the agency specifies. The employment is real and deliberately spread, because the contributions of each country are meant to return as contracts.

A procurement agency

The characteristic job is the engineer who writes a specification an industrial team in another country will build, and the administrator who tracks the geographic return. Scientists define the mission. Industry staffs it. This is a different shape from NASA's centers, and it is why a European space workforce cannot be understood by counting ESA's direct employees alone.

A present institution

ESA is operating. Ariane launches and science missions are current work, not a 2045 forecast. The timeline includes the agency because a projection of a space economy that mentions only American firms has forgotten the customer on this side of the Atlantic. The projection is the scale. The agency is already staffed.
